Martina Dragičević, MA, MBA
Director of Regulatory Affairs, EU Funds and Wholesale at A1 Croatia. She has over 20 years of experience in the electronic communications sector and related industries.
Education: Faculty of Law, University of Zagreb; Master’s degree in EU Competition Law, King’s College London; MBA, Swiss School of Business and Management (SSBM) – MBA in General Finance.
Responsibilities:
Primarily involved in managing a team responsible for:
a) sector-specific (ex ante) regulation and general (ex post) competition regulation, covering a broad range of business support functions – from wholesale and retail markets within the electronic communications sector, the energy sector, cybersecurity, digital and media services, to supporting the implementation of sustainable environmental, social and governance (ESG) strategies;
b) the efficient use of EU funds for business processes and the implementation of business strategy;
c) communication with public institutions at both national and EU level.
She is actively involved in the work of interest groups and associations such as the Croatian Employers’ Association (HUP), the Croatian Chamber of Economy, AmCham, FIC and the XEnergy Association. Within HUP, she serves as Head of the Telecommunications and Connectivity Working Group, Vice-Chair of the HUP ICT Executive Board, and Head of the HUP Cybersecurity Coordination.
Vlatka Marčan
Vlatka Marčan is an expert in strategic planning and programming, with more than 18 years of experience in the preparation, implementation and monitoring of programs and projects financed from various sources. After graduating from the Faculty of Humanities and Social Sciences in Zagreb in English and Italian language and literature, she completed an interdisciplinary master’s degree in European studies at the Katholieke Universiteit in Leuven, Belgium, as a scholarship holder of the Ministry of Foreign Affairs.
Upon her return to Croatia, she has been working in the Central State Office for Development Strategy and EU Funds since 2008, where she has been involved from the very beginning in the establishment of the Management and Control System for the Use of EU Funds, as well as in pre-accession negotiations with the European Commission in the field of regional policy. At the MRRFEU, she works on the preparation of program documents for financing from the European Structural and Investment Funds. She has been with CARNET since 2015, and from 2020 to 2024 she will lead the EU Projects Office, which provides support to other departments in finding relevant funding sources and designing new projects, but also coordinates audit and evaluation activities, rounding out the entire program cycle. In March 2024, she was appointed Assistant Director and Head of the National Coordination Center for Industry, Technology and Research in the Field of Cybersecurity.“
Tamara Tafra
In the Ministry of Foreign and European Affairs since 2004 when she followed international financial institutions and EU accession negotiations (Economic criteria). Counsellor for economic and political affairs and culture in the Croatian Embassy in Bern (Switzerland) 2006 – 2010. From 2013 – 2024 in the Permanent Representation of Croatia to the EU as a delegate in working parties COEST (Eastern Europe and Central Asia), COSCE (OSCE and Council of Europe), FoP Heading IV (MFF), CYBER (cyber issues) and ERCHT (hybrid threats and disinformation). During HR PRES 2020 Chair of the Horizontal working party on cyber issues (CYBER). Croatian representative in the UN OEWG on ICT security (2019 -2024). From October 2024 Advisor in the Cabinet of the Minister of Foreign and European Affairs of Croatia. Co-founder of Women4Cyber Croatia chapter.

Marijan Kavčić
Marjan Kavčič is a Strategy Advisor at the National Cybersecurity Coordination Centre (NCC-SI) within the Government Information Security Office of the Republic of Slovenia, with extensive experience in cybersecurity, digital society, and digital transformation in the public sector. He has held senior and expert roles in the Slovenian public administration, focusing on cybersecurity policy development, strengthening resilience to cyber threats, and capacity building at national and European levels.
He has contributed to the establishment of key national cybersecurity structures and led or supported the development of strategic documents, including the National Cybersecurity Strategy, cyber threat assessments, and 5G security assessments. He actively represents Slovenia in European and international initiatives, working groups, and cybersecurity exercises.
He has been involved in European-level governance and advisory bodies, including ENISA-related structures and the European Cybersecurity Competence Centre. He holds a Master’s degree in Economics.
Pieter Byttebier
Pieter Byttebier is Head of International Relations, Policy and national coordination for the Centre for Cybersecurity Belgium (CCB), where he works since 2018.
In this role he advises the CCB Management and represents the CCB, on all international and national matters. He coordinates national positioning on cyber-initiatives, specifically EU related, and on a national level coordinates the National Cybersecurity Strategy. Pieter was the CCB coordinator for the Belgian Presidency, during which time he was also seconded to the Belgian Permanent Representation to the EU and the chair of the EU-CyCLONe Network. Pieter holds a Master degree in History from the University of Ghent and a Master in Philosophy from King’s College London
