Operationalising NIS2 and the Cyber Resilience Act Through Skills Mapping

Join European policymakers, cybersecurity authorities, regulators, industry experts, and academics for a high-level, interactive workshop exploring one of the most pressing challenges in European cybersecurity governance: translating regulatory obligations into real organisational capabilities, operational readiness, and sustainable workforce development.

This workshop, part of the conference Skills for Digital Autonomy – Empowering a Resilient Society, will convene experts from across the EU to address practical implementation challenges, compare national strategies, and delineate the skills, competencies, governance frameworks, and capacity-building pathways essential to robust cybersecurity resilience.

Throughout Europe, organisations are striving to implement NIS2 and the Cyber Resilience Act; however, numerous structural challenges persist, including fragmented capability development, workforce shortages, ambiguous competency requirements, intricate governance, and varying interpretations of regulatory obligations. This program establishes a specific environment for pragmatic, interdisciplinary dialogue centred on operational solutions rather than theoretical conformity. Key themes include national implementation approaches for NIS2 and CRA, organisational readiness and compliance challenges, cybersecurity certification and governance frameworks, operational resilience and cyber risk management, the competencies and professional roles required for effective implementation, and cooperation between public authorities, academia, and industry to strengthen Europe’s cyber capability.

Participants will contribute to the development of a Skills Alignment Brief that summarises identified capability gaps, workforce development priorities, and recommendations for future policy coordination, training initiatives, and resilience-building actions across Europe.
